Couldn't complete purchase, the website says funds are on hold

I tried to order iOttie ion charger as a gift for someone in US, so the shipping address was in Washington, but on the billing form I put in my European address (so I had to use "n/a" in State input - I don't live in a state).
The form showed an error saying something like "possible fraud, funds are put on hold for few days", and my card was charged $0.1, twice. No big deal about those 20 cents, but I'm trying to get that charger and now I don't know if it will be shipped and my card charged, or if this order won't get through and I should order on Amazon. Please let me know!
